Why a plan of action ?

A clear and occurate draft of the next association activities is all important.Time and energies of the different authorities of Association as all its members are invaluable resources which the most important is to channel in an effective and optimal way. In a concerted framework it’s essential to take steps to organize interesting activities the members wish. So, implementing well-directed activities requires a clear and well-thought out plan of action.

The main purpose of the present plan of action is to prepare the start conditions of the AIST activities. It gives the trends of the actions which will be the basis of the AIST activities in the coming years without detailing the whole action contents. On the other hand it presents actions deemed as an imperative priority for the next two years with precise expectations about promotion plans of the AIST and through it of the Treasury services, about partnership development plans with local and international organizations and about increasing exchanges between members.

So as new a created organization the AIST is bound to position itself as a non-government entity at the service of public activity missions. The conciliation of these both entities should result in a long-term thought in order to perpetuate the association contributing in and mainly impacting the development of Treasury trades.

The AIST activities are bound to be built around two strategic themes which will allow the association to meet its mission and objectives (themes 1 and 2). These themes will go along with two other ones which will concern how to develop the Association means of action and how to realize its activities (themes 3 and 4):

  1. Promoting and modernizing Treasury services trades that will include image the trades and services thanks to their development and modernization, the expertise exchange and new trades training as well advanced training.;
  2. Researching and informing consist in developing knowledge about the Treasury trades (as much about the academic form as the institutional form);
  3. Developing financing means;
  4. Developing partnership with local and international organizations.

Remind of the AIST mission and objectives:

    • To promote the Treasury service professions and assist with  their modernization;
    • To develop exchanges of information, experiences and ideas within the whole Treasury services;
    • To establish relations between its members and to act as a networking toll for members and a meeting point for  Treasury services to  work together;
    • To help members  achieve their common goals thanks to the international cooperation.

I. Developing and modernizing the Treasury services trades

1. Promoting and developing trades:

1.1 International meetings

AIST members use to meet periodically on the occasion of the international seminars which became a real tradition since 1979.

Carrying out every year activities of such a scope is quite difficult to envisage. And yet the Association would look favourably upon repetiting big annual events in different places in order to make the large family of the Treasury services more known. These activities could take shape of rather regular seminars about specific and precise topics to be treated thoroughly.

For this first experience and in order to allow the association to organize its first event, Marocco is intending to accommodate an international meeting that could take place during the fourth quarter of 2007. This meeting which will be a seminar will be treating one of these 4 following themes:

  1. The chart of accounts reshaping: primal leverage of the Treasury services modernization (Implementation issues and difficulties );
  2. On-line services development: challenge of combining effectiveness and service quality management;
  3. Internal audit and control within the Treasury services;
  4. Training, primal leverage in whichever trades professionalization process

1.2 Local meetings

The Association is also ambitious to take an active part in the local meetings organization. For this purpose it can commit itself to providing whichever useful assistance and support to organize local meetings.

These meetings, one of the objectives of which is to treat of a local nature themes or issues, may be an opportunity to expand to new members and to open up to other local partners.

These events will be scheduled by the Executive Committee and will gather together as many people as possible in a given area; they will be open to all association members and will be ought to take various forms: forums, conferences, round tables…

1.3 Activities initiated by members

The Association can also commit itself to support and encourage members wishing to organize their own event. In this way the Association will advertise them in its communication media (newsletter, website…) and will be able to help organizers in providing them with expertise and necessary support.

1.4 Development of cooperation and expert exchange between members

This action mainly brings to develop cooperation between members countries though promoting expert exchange, study trainings, local and regional seminars by modules connected with the Public Treasury different trades. The interventions of international experts will support these actions in the determined fields.

2. Institutional communication

2.1 Visual identity  of AIST

As every institution willing to identify itself, the association needs to have a visual identity at its disposal on the basis of which will be stated the whole house-style book listing communication and broadcast products and documents. Marocco took the initiative in doing a first draft in this way collaborating with a public relation agency. Proposals pertaining to the choice of a logo will be submitted to the Executive Committee for examination and estimation.

2.2 Drawing up of the AIST newsletter

Communicating and information exchanging remain absolutely necessary to carry out the assigned association missions. To this effect the launch of an information newsletter or a magazine (with a quarterly frequency) takes on a particular importance.

Once this action would be adopted and the editorial choice would be made the first issue will be able to be dedicated, among other things, to publish a summary of doings of the last international Treasury services conference organized in Antananarivo from 6th to 10th March 2006. The magazine would be then an open forum to all members and partners.

2.3 Website

The Association action can be based on the continuous Internet evolution in order to draw best benefits from it. The Association website would be a modern and fast means to exchange between the whole members as well as with partners.

2.4 Member index

Setting up an exhaustive and precise member index. Once a year each member of the Association will receive this index including all the coordinates and references of all members. This index which will be regularly updated and enriched can be widened to the whole Treasury services throughout the world.

2.5 Other media

Other informational media can be developed as document holders, leaflets and advertisements which will be distributed during the different events organized by AIST or dispatched to the sponsors and partners.

II. Research and information theme

3.1 Work & research

The activity "Work and research" will concern the following aspects:

  • Inventory of all juridical texts managing the Treasury services of different members and all academic or university studies relating to different topics of their interventions in order to build up an exhaustive database. The AIST may also initiate punctual research work about the Treasury service trades.
  • Collecting and drawing up all doings of the events organized by the association and the different works realised on the fringe with publication of collections of these whole works.

3.2 Setting up a "Treasury services environment monitoring"

This action consists in setting up the AIST as a real "Treasury service global environment monitoring". The aim is to set up a data and information base about the Treasury service juridical and institutional environment, and to follow and analyse the whole started reforms and to identify and to inventory good practices.

To realise and execute the suggested themes the association must also direct its action towards mobilization of material and financial resources necessary to realise its activities and towards the partnership development.

III. Financing theme

To date,  the main source of AIST financing is the member contributions. At the same time the AIST can and have the ability to mobilize other financing sources:

  • Subscriptions to the different AIST document products (magazine, newsletter, member index, collections…)
  • Sponsorship to finance and support the AIST actions and activities.
  • Organizing funds raising (subsidies or other ones) for the large-scale events which incur substantial funds.
  • Financial aid of international bodies (IMF and WB within the framework of service fees or supporting actions led by these bodies)

IV. Partnership development theme

Regarding different partnerships to be developed, it is suggested to think about projects motivating partners to get themselves involved in themes considered of primal interest for the AIST and its partners. A research work about priorities of these different partners (IMF, WB, CREDAF, Eurocustoms, ONUDI…) at international and local level stands out as the first action of the current year. Needless to say that the relation between the AIST and International bodies is consubstantial, especially with WB and IMF. It follows that the AIST must develop a partnership with theses institutions in order to benefit by their competences and support.

Promoting this kind of partnership would also allow the AIST to be a proposal task so that the reforms advocated by these very influential institutions take into account the safeguard of the Treasury values and modernization of the Treasury service action. The strengthening of partnership with local bodies pertains of the same approach.
