More than 80 participants from 32 countries attended AIST 4th annual Seminar, which was held in Paris, in the World Bank premises, on November 26th-27 th 2009, on the theme "State Accounting Reform and the new role of Public Accountants". Presentations and round table conferences followed each other and a large part of the works was dedicated to exchanges between participants. High level presentations have been delivered by representatives of numerous countries, experts from International Organization, specialized consulting companies and academics. Following a global survey of accounting reforms committed by States, three countries presented the implementation of such a reform and enabled to list out the major directions and interests of these evolutions. The main issues implied by these reforms were then discussed : accounting international standards and their adaptability to the public sector, the content of financial statements in the context of the global financial crisis and the contribution from certification, the framework and directions of the role of public accountants, the importance of the process of risk management and the strengthening of accounting quality, and finally the ways to run such projects of reforms and change management.
